Proposal/Contract Specialist

Job Location US-CA-Burbank


We are seeking a Proposal/Contract Specialist to coordinate, develop, edit, and finalize proposals to satisfy requirements and to ensure a compelling representation of Applied Minds capabilities for Commercial and US Government related projects. This individual will oversee proposal development by coordinating with technical experts and cost analysts, as well as, manage proposals and responses related to various proposal forms: Request for a Proposal (RFP), Request for a Quote (RFQ), Request for Information (RFI) ensuring consistency, accuracy and general quality control of all documentation delivered to existing or potential clients.


  • Develop proposal schedules, writing assignments, status reports, outlines, and templates
  • Establish, manage, and report status against the proposal development schedules
  • Collaborate with finance, reporting, technical and legal professionals throughout the organization in the development of proposals toward the delivery of timely and compliant proposals
  • Edit documentation and presentations prepared by technical staff to ensure completeness, consistency and conformity to prescribed formats
  • Review and coordinate other business development documentation, white papers, case studies as directed
  • Provide quality assurance in the form of copy and substantive editing, formatting, content, spelling, punctuation, and grammar
  • Identify requirements and track compliance of proposal content against these requirements
  • Schedule and coordinate proposal reviews, including tracking comments through resolution
  • Keep the CRM system updated on status of proposals including loading of relevant documents and generating status reports
  • Coordinate with prime and subcontractors to identify, develop, and deliver required content
  • All other duties as assigned


  • Bachelor’s degree required. Business and/or Finance/Accounting a plus
  • 5+ years in a business development support, contract management, and/or project/client management role
  • Government contracting/proposal management experience preferred
  • Experience in both small and large organizations a plus
  • Ability to understand basic business and financial constructs relevant in the process of proposal pricing
  • Demonstrated ability to create/deliver clear, accurate, and compelling written proposals
  • Exceptional client relations skills
  • Ability to use good judgement when making business decisions and performing tasks
  • Effective problem solving skills
  • Proactively drive contract and proposal efforts, and work well under deadline pressure while maintaining a collaborative and calm demeanor
  • Communicate effectively with technical and non-technical personnel at all levels of the organization
  • Must be flexible and be able to adapt to rapid changes and deadlines
